Development Near Capitol Records Building Approved July 14, 2008

The Los Angeles City Council approved a development near the Capitol Records building in Hollywood, provided protective measures are made to the design plan to protect the recording studios under the building.
The condo development, planned for 6230 Yucca Boulevard, was the focal point of controversy earlier this summer, as EMI and Hollywood preservationists worried that the act of constructing the building -- as well as a planned underground parking garage -- would damage the acoustics.
The developer, Second Street Ventures, agreed to a number of efforts to ameliorate construction concerns:
- First, construction equipment and activities will be prohibited after 10 a.m. within 40 feet of the property line in order to make sure any ongoing recording sessions would not be interrupted.
- Second, alternative measures to steel-tracked construction equipment will be put into place.
- Third, there will be a sound baffle that uses a foam liner between the property line of Capitol Records and the underground garage, which will ensure that the echo chambers adjacent to the recording studios aren't damaged.
- And finally, there will be ongoing noise and vibration monitoring during the entire length of the project.
"EMI believes we have negotiated a favorable agreement with Second Street Ventures," according to a statement released by EMI. "The agreement will protect the acoustic integrity and operations of the Capitol Records Studios and ensure it continues as one of the world's premiere recording facilities, as it has for more than 50 years."
